The Doctor has discovered that IMC are the fiendish masterminds behind the City Administrator's rise to power on the mineral rich Sensesphere. When newly installed IMC President (formerly Captain) Dent arrives to personally oversee mining operations the Doctor knows that the stakes are higher than he thought.

The Doctor frustrated him once, now Dent is out for revenge. With the full might of the Interplanetary Mining Company behind him he might just get what he wants.

But Dent isn't acting out of pure speculation. In the shadows lurks the buyer. The wealth and power on offer is enough to attract rogues, rebels and... God?
