The Doctor has received a telepathic signal from the Timelords. Maxil - the most evil renegade that the Gallifreyan race has ever produced - has escaped from Shada and is threatening to dismantle the entire universe. With his fiendish companion Esmeralda by his side, it is only a matter of time before Maxil does something terribly evil. Because he is evil. The most evil man in the universe.

Unfortunately a group from the Galactic Evil Doers Appreciation Society have also heard about Maxil's escape and have come in search of autographs. Some have brought photographs, others are prepared to pay for them once they get there. And pay they will because Maxil is evil.

But what makes him evil? What goes on inside that diseased head of his? The Doctor intends to find out before Maxil can engulf the universe in evil. Because the universe really wouldn't like that.

But the GEDAS would because they really like evil things even though they've never actually experienced any.

Can the Doctor save the innocent, banish the evil and prevent the decommissioning of the universe?
