Why he might be annoying

In The Five Doctors, he's a bit of a caricature of Billy Hartnell - not quite funny enough to be a deliberate piss-take, and nowhere near good enough to pay tribute to the original "original".

Plus, his wig looks more silly than Hartnell's ever did.

Why he might not be annoying

It wasn't his fault really, it was JN-T, Eric Saward, Terrance Dicks, and all that lot for trying to replace Hartnell in the first place - he merely made the best of a bad lot.

Plus he has some of the funniest dialogue of all.

In retrospect I think he did a damn good job, perhaps only missing out the 'charm' factor. In those days Hartnell's character was "crotchety" and nobody delved any further..
 

As a youngster, I knew damn well that it wasn't the real First Doctor and was terribly disappointed - I have voted him annoying simply to satisfy the rage of my inner child.

Hurndall's costume annoys me... when did Billy wear fingerless mittens and a long coat in Who?
